ANDHRA PRADESH POLLUTION CONTROL BOARD

a) DEPARTMENT PROFILE :

The State Board for Prevention and Control of Water Pollution was constituted on 24-01-1976 under the Water (Prevention and Control of Pollution) Act, 1974. After the Air (Prevention & Control of Pollution) Act 1981 came into force, the Board’s name was changed as Andhra Pradesh Pollution Control Board. Initially the Board was set up to implement the provisions of the Water (Prevention and Control of Pollution) Act, 1974. The Board was subsequently given the responsibility of implementing a series of other environmental Acts and Rules.

b) ORGANISATION CHART :

The Board has been playing a catalytic role in implementing environmental policies, laws regulations and developing frameworks to manage both wastes and natural resources more efficiently. With its Head Office at Vijayawada, the Board covers the entire State through its 3 Zonal Offices at Visakhapatnam, Vijayawada and Kurnool headed by Joint Chief Environmental Engineer (JCEE) and 13 Regional Offices at Tirupathi, Kurnool, Vizaianagaram, Visakhapatnam, Kakinada, Eluru, Vijayawada, Guntur, Nellore, Ongole, Srikakulam, Anantapur and Kadapa each headed by Environmental Engineer (EE).

The Board has 3 Zonal Laboratories viz. Vijayawada, Kurnool and Visakhapatnam headed by Senior Environmental Scientist (SES). Each Zonal Laboratory undertakes continuous monitoring of the quality of air and water. The Board has also 5 Laboratories at Regional Office level i.e., Tirupati, Nellore, Eluru, Vizianagaram and Kakinada.

c) SCHEMES / ACTIVITIES / ACTION PLAN :

The Andhra Pradesh Pollution Control Board is empowered to carry out its functions under the provisions of the following Pollution Control Acts, Rules and Amendments issued there under.

  • To bring all round improvement in the quality of the environment in the State by effective implementation of environmental laws.
  • Control of pollution at source to the maximum extent possible with due regard to technological achievement and economic viability.
  • Identifications of sites and development of procedures and methods for the disposal of Hazardous Wastes.
  • Promoting re-use and re-cycle of sewage and trade effluent on land for irrigation and for industrial purpose after giving appropriate treatment and thereby economizing the use of water. The practice also helps in stopping pollution of water due to reduction in discharges of waste into water bodies.
  • Co-ordination with other agencies of the State Government and local authorities to encourage the Common Effluent Treatment Plants and Treatment Storage and Disposal Facilities.
  • Close co-ordination and rapport with Industries Associations, Non- Government organizations, etc. to create environmental awareness and compliance
  • Facilitate faster clearance of approvals.

SPSR Nellore District :

The Andhra Pradesh Pollution Control Board Regional Office, Nellore was established on 14th September 1994 with jurisdiction of both Sri Potti Sreeramulu Nellore & Prakasam Districts. These two Districts are covered with Agriculture activity towards East, Forest area & barren Lands in Western directions. The major rivers in SPSR Nellore District are Penna and Kandaleru. Major rivers in Prakasam Districts are Gundlakamma, Manneru, Musi and Paleru. The major Irrigation Projects in Nellore and Prakasam Districts are Somasila & Veligonda respectively. Pulicat Lake is falling under the territory of SPSR Nellore District, which was notified wildlife sanctuary vide District Gazette No.915 of Nellore District. Recently, the APPCB has established 4 nos of new regional offices in A.P., in that district office for Prakasam was also established and their works are handed over to that office from RO, Nellore on 1st April, 2019 onwards.

The industry’s are regularly applying for Consent for Operation (CFO) of the Board through single desk portal/ OCMMS and the Board is issuing CFO to the industries within the SLA period. Further, if any complaints received or violations observed during inspection, this office will submit the report to the Board Office for placing before the Task Force Committee at Board Office/ External Advisory Committee at Zonal Office, Vijayawada to review the status of industry & to issue necessary directions.
