DISTRICT PANCHAYAT OFFICE

a) PROFILE

The District Panchayat Office headed by the District Panchayat Officer is a statutory body responsible for overseeing the functioning of rural local bodies (Gram Panchayats) in the District. The entire Gram Panchayat administration is under the control and supervision of the District Panchayat Officer.
The District Panchayat Officer (DPO) works under the administrative control of the District Collector.

Important Powers and Functions of the District Panchayat Officer:

  • Exercise supervision and control over the Divisional Panchayat Officers, Extension Officer (PR&RD)s, Gram Panchayats, and their executives in the District.
  • Inspect all the notified Gram Panchayats, the Offices of all Divisional Panchayat Officers and Extension Officer (Panchayats) in the district in every year and shall see that all Gram Panchayats are inspected by himself or by Divisional Panchayat Officer in every year irrespective of inspection made by the Extension Officer (Panchayats).
  • Hold enquiries and submit reports to the higher authorities on complaints of mal-administration in Gram Panchayats;
  • Assist the District collector, in discharge of the statutory functions assigned to District Collector under the provisions of the Andhra Pradesh Panchayat Raj Act, 1994;
  • Inspect the works taken up in Gram Panchayats, with Gram Panchayat Funds, Central Finance Commission Grants and other Governments grants;
  • Supervise and inspect the work relating to the general revision of house tax in Gram Panchayats;
  • Take steps for collection of amounts covered by surcharge certificates issued by the Local Fund Department;
  • Prepare, publish and maintain the electoral rolls of Gram Panchayats, in safe custody;
  • Competent authority for transfers and postings of junior Assistans-cum-Bill Collectors and other provincialised staff in Gram Panchayats;
  • Prepare and submit Annual Administration Reports of all Gram Panchayats in the District to Commissioner Panchayat Raj;
  • All other powers and functions provided under the provisions of the Andhra Pradesh Panchayat Raj Act, 1994.

Important Functions of the Gram Panchayats:

Gram Panchayats provide a range of civic amenities and facilities to the rural population, ensuring they have access to basic services and infrastructure necessary for a dignified life. Some important ones include:

  1. Drinking Water Supply: Ensuring access to safe and protected drinking water to every household in the Village. The executive authority of the Gram Panchayat should ensure that the supplied water is Chlorinated before supplying and periodical water testing should be done to avoid water bounded diseases.
  1. Sanitation: Implementation of regular sanitation activities such as Daily Door to Door Garbage Collection Activity, Removal of Sewage from open Drains,Removal of Garbage Heaps, etc.,andprograms such as the Swachh Bharat Mission to achieve open defecation-free villages and promote cleanliness.
  1. Roads and Infrastructure: Construction and maintenance of village roads, culverts, and bridges to improve connectivity within villages.
  1. Street Lightening: Installation and maintenance of streetlightsto provide visibility, safety, and security during nighttime hours.
  1. Waste Management: Promoting waste segregation and management practices to keep villages clean and hygienic.
  1. Social Welfare: Implementing various social welfare schemes like pension schemes, housing schemes, and employment generation programs.
  2. Own Source Revenue: As per the constitution of India and AP PR Act 1994 the Gram Panchayats are empowered to impose and collect certain Taxes and Fees other than Grant in-Aids and Central & State Finance Commission Grant Funds. This is very crucial to leavy and collect Taxes and Feeses by Gram Panchayats to develop them as Self-Sustainable Units and to bare the expenses incurred on the civic amenities provided by the Gram Panchayats to the residence of the villages.

SVAMITVA:

(The Survey of Village Abadis’ Mapping with Improvised Technology in Village Areas)

To provide the ‘Record of Rights’ to village household owners possessing houses in inhabited rural areas in villages which, in turn, would enable them to use their property as a financial asset for taking loans and other financial benefits from Bank.

SWACHHA SANKALPAM (CLAP):

The Clean Andhra Pradesh (CLAP)-programme aims to clean up rural areas, improve sanitation, and waste management with participation of the public.

Features of the Project:

  • For Safe disposal of Solid Waste
  • For each 250 households one Clap Mitra will be allocated for collecting Dry and Wet waste on daily basis, under the supervision of Panchayat Secretary.
  • Collected garbage is transported to SWPC shed for further processing, storage and disposal.
  • High quality of vermi compost is prepared with wet waste in two to three months with the help of earth worms.
  • Dry waste is stored in troughs allocated for each item separately and sold out for recycling.

By construction of Solid Wealth Processing Centre Gram Panchayats has taken a new Shift in Sanitation approach, before construction of Solid Wealth Processing Centre improper handling and unhygienic disposal of solid waste in rampant. Gram Panchayats has switched over to new practice in Solid Waste Management.

PR-ONE APPLICATION

          PR-ONE is an Android Application available in Google Play Store and its exclusively designed to Monitor Sanitation and Water Supply in Gram Panchayats and also its integrated with Geo Tagging.

  • In SPSR Nellore District, All 722 Gram Panchayats in 37 Mandals has been successfully registered in this Application
  • The Command Control Center (CCC) formed in O/o DPO, Nellore is regularly monitoring Sanitation and Drinking Water Supply in Gram Panchayats in the District through this this Application
  • Slit Cleaning in Drainages, Garbage heap clearance, OHSR Tanks cleaning, etc., activities will be monitored through this APP

DIGITAL PAYMENTS

          As part of Good Governance in Gram Panchayats the Panchayat Raj department introduced “AP PANCHAYAT” Android Application to promote Digital Payments/ Cashless Transactions in all Gram Panchayats in the State.

  • In SPSR Nellore District, All 722 Gram Panchayats in 37 Mandals has been successfully registered in this Application.
  • As part of this 722 Gram Panchayats opened Current Bank Accounts in State Bank of India and in this connection the bankers provided 722 QR Codes and 117 PoS Machines to the respective Gram Panchayats to promote Cashless Transactions.
  • All the Taxes, Non Taxes, Application Fee and other Miscellaneous payments are collecting through this App and later it will be adjusted to respective Treasury PD Account.
  • It reduced misappropriation of funds in GPs and creates Accountability to people by Gram Panchayat.

(Simplified Work Based Accounting Application for Panchayati Raj)

To strengthen e-Governance in Panchayati Raj Institutions (PRIs) across the country, Ministry of Panchayati Raj (MoPR) has launched eGramSwaraj, a user friendly web-based portal. eGramSwaraj aims to bring in better transparency in the decentralised planning, progress reporting and work-based accounting.

PGRS(PUBLIC GRIEVANCE REDRESSAL SYSTEM)

Public Grievance Redressal System(PGRS) is a universal grievance redressal helpline that allows citizens to directly raise their issue to the Chief Minister’s Office, Collector’s Office and to the Concerned Departments and Citizens can call 1902 helpline  and  the grievances raised to DPO Unit will be redressed within SLA period.

Taxes and Non-Taxes Collection

As Per Andhra Pradesh Raj Act-1994, the Gram Panchayats are empowered to leavy and collect Taxes, Fesses and Non-Taxes in order to develop their own financial resources. Collected taxes and Non-Taxes adjusted to Treasury PD Account (General Funds Account) maintained by the respective Gram Panchayats.
