Brief introduction of the department at a glance:
The Department is providing work to Handloom Weavers who were covered in Cooperative fold by issuing raw materials for weaving of handloom fabrics and also marketing facility through APCO. Providing loom accessories to the weavers who were covered in Clusters and implementing State Government and Central Government welfare schemesto the Weavers who were in Cooperative fold and Outside Cooperative fold to develop their livelihood.
There are 4000 Handlooms with about 5,144 Weavers population scattered in 30 Mandals with large concentration in Sangam, Vinjamuru, A.S.Peta, Podalakuru, Buchi, Kovuru, Venkatachalam and Nellore Rural Mandal.

Major varieties of production:
Poly Cotton Sarees&Patur Cotton by PattuSarees, NarayanareddypetaSarees& cotton sarees in all other areas. Total 18 Weavers Co-Operative Societies are located in SPSR Nellore District and all are in dormant condition.

The Government has providing financial assistance under various schemes for the Development of Handloom sector. Status on the implementation of schemes for the year 2023-24 is as furnished here under.
STATE GOVERNMENT SPONSORED SCHEMES:
1.NethannaNestham to Handloom Weavers:
- The then Government have issued orders vide G.O.Ms.No.89 of Industries, Infrastructure, Investment and Commerce(Prog.II), dated:23.10.2019 on implementation of “YSR NethannaNestham” Scheme for providing Rs.24,000/- per annum to every Weaver Family who owns a Handloom and to utilize the same amount for modernize their equipment and to compete with the power looms sector subject to the following conditions :
- The assistance of Rs.24,000/- shall be paid to the weaver family who owns a Handloom.
- One weaver family shall be eligible for only one benefit, irrespective of the number of looms owned by them.
- The weaver family shall belong to the Below the Poverty Line category.
- The scheme is implementing from the month of December, 2019.

2. Weaver pensions under NTR Bharosa Scheme:
Under the schemeState Government have sanctioned pensions to the eligible weaver beneficiaries @ Rs.4,000/- per month who crossed the age of 50 years. For the month of June 2024, 3217weavers were benefitted and an amount of Rs.1,28,68,000/- was distributed by the Village Secretariat staff at their door steps.
Eligibility criteria:
1 | Weavers who are 50 years and above age are eligible for weavers pension. |
2 | One Weaver Pension is allowed in a family. |
3 | Total family income should be less than Rs.1,00,000/- per month in Rural areas and Rs. 12,000/- per month in Urban areas. |
4 | Age should be as per Aadhar Card. |
5 | Total land holding of the family should be less than 3.00 acres of wet (or) 10.00 acres of dry (or) 10.00 acres of both wet and dry land together. |
6 | Family should not own a four wheeler (Taxi, Tractors, Autos are exempted) |
7 | No family member should be Govt. Employee or Pensioner. |
8 | Monthly electricity consumption of a family dwelling unit (own/rent) should be less than 300 units per month. |
9 | Family in municipal areas who own less than 750 Sq. Ft. of built up area. |

3.PRADAHANA MANTHRI WEAVER MUDRA YOJANA SCHEME:
Under Mudra Yojana Scheme loans are providing to the individual weavers and Handloom Weavers Cooperative Societies also as small/micro units to reach funding needs of the developmental activities by the Commercial Banks, RRBs, small Finance Banks etc.,

4. PradhanaMantriJeevanJyothiBhimaYojana (PMJJBY):
The PMJJBY is an insurance scheme offering life insurance cover for death, due to any reason. The life cover is for a year and is renewable on year to year basis.
ELIGIBILITY: All individual handloom weavers/workers’ who are Saving Bank account holders of Banks/ post offices in the age group of 18-50 years.
COVERAGE PERIOD: From 1st June to 31st May (1 year)
BENEFITS: Rs.2.00 lakh will be payable on beneficiary’s death due to any cause, for one year insurance coverage period from 1st June to 31st May.
PREMIUM : The annual premium of Rs.436/- will be shared as under:
Government of India share :Rs.198/-
State Govt./Beneficiary’s share :Rs.238/-
Total Premium amount :Rs.436/-
PHYSICAL TARGET:
A Minimum Target of (90) has been fixed under PradhanaMantriJeevanJyothiBhimaYojana (PMJJBY) to the District for the year 2024-25
5. PradhanaMantriSurakshaBhima Yojana (PMSBY):
The PradhanaMantriSurakshaBhima Yojana (PMSBY) Scheme is a one-year accidental insurance plan launched by Prime Minister Sri. NarendraModi on 09.05.2015 and came into force with effect from 01.06.2015.
’
The PMSBYoffers coverage for accidental death, totalandpartial disability, and permanent disability like a term life insurance plan. This scheme provides one year cover and is renewable from year to year basis.
ELIGIBILITY : All handloom weavers/workers in the age group of 18-70 years and for those who hold a bank account.
PREMIUM The yearly annual premium, excluding service tax is Rs.20/- automatically deducted from the scheme holders bank account.
BENEFITS : For Accident-related Death the nominee will receive Rs.2,00,000/-
For Total disability the subscriber will receive Rs.2,00,000/-. The total disability encompasses various scenarios, including:
• Irrecoverable or complete loss of both eyes.
• Loss of use of both hands, rendering them immobile.
• Loss of use of both feet, resulting in their immobility.
• Total paralysis, which can significantly impact an individual’s mobility and quality of life.
• Other instances of total and permanent disability as defined by the policy.
For Partial Disability the life assured is eligible for a life coverageof Rs.1,00,000/-
The scheme does not offer any reimbursement of hospitalization expenses caused due to an accident.
PHYSICAL TARGETA Minimum Physical Target of (178) has been fixed under Pradhana Mantri Suraksha Bhima Yojana (PMSBY) to the District for the year 2024-25 A Minimum Target of (90) has been fixed under Pradhana Mantri Jeevan Jyothi Bhima Yojana (PMJJBY) to the District for the year 2024-25.

6.Venkatachalam Block Level Cluster:
Under National Handloom Development Programme Scheme, Venkatachalam Block Level Handloom cluster was sanctioned in the year 2016-17 and Managing Director of Society for Weavers Welfare in Andhra Pradesh (SWWAP), Guntur is the Implementing Agency.

7.Conduct of Handloom Expo’s at National and District Level:
The Office of the Development Commissioner of Handlooms, Ministry of Textiles, Govt. of India, New Delhi has been sanctioning funds for conduct of Handloom Expo’s and Special Handlooms Expos at State and District levels.
The main aim for conduct of Special Handloom Expo is to make available qualitative handloom products of all India at one platform at lower prices (on production cost) to the consumers and to sale the Handloom Products of the Handloom Weavers Cooperative Societies, thereby to provide continuous employment to the Handloom Weavers.
In SPSR Nellore District one Special Handloom Expowas conducted for a period of (14) days from 15.03.2023 to 28.03.2023. Total 70 societies/ Master Weavers and Handloom Weaver Groups participated. Rs.139.13 lakhs sales generated.
8. OBSERVATION OF NATIONAL HANDLOOM DAY ON 7TH AUGUST EVERY YEAR:
National Handloom Day is being observed every year on 7th August, since 2015 across the country as per the clarion call given by Hon’ble Prime Minister for Revival of the languishing Crafts in general and to Uphold and continue Rich and colorful legacy and Heritage of Handloom Industry in Particulars.
The Department of Handlooms and Textiles has proposed to conduct National Handloom Day on 7th August by organizing District Level Handloom Exhibition cum sales at District Head Quarters and Prominent places in the Districts by APCO.
Handloom Walk/Rallies will take place in the District Head Quarters with the Weavers, local MP, MLA and other prominent Leaders and Departmental Staff.
Weavers from all corners of the district along with their representatives would be participating in the event which may provide meaningful platform to discuss various issues and to create innovative ideas for revival of Handlooms.
On this occasion, department have to honour some of senior weavers whose excellence and achievement deserve to be recognized in weaving sector.
Why August 7th was choosen as the National Handloom Day:
To commemorate the Swadesi movement which was launched on the day in 1905 in Culcutta Town hall to protest against the partition of Bengal by British Government. The movement had aimed at reviving domestic products and production process.
9. The Andhra Pradesh State Handloom Weavers Coop. Society (APCO):
The Andhra Pradesh State Handloom Weavers Coop. Society popularly known as APCO was established with the main objective of providing marketing support to the products produced by the primary Handloom Weavers Societies which are registered under Andhra Pradesh State Cooperative Societies Registration Act 1964.
The APCO has established more than 100 sales emporiums in Andhra, Telangana, Tamilnadu, Karnataka,West Bengal, Odisha and New Delhi and provide Marketing Avenue to the products produced by 952 Primary Handloom Weavers Cooperation Societies, which are affiliated to APCO.
In SPSR Nellore District 2 sales emporiums are working one at Nellore town and another sales emporium at Buchireddypalem at a distance of 15 Kms. to district Head Quarters.
10.Brief Note on Venkatagiri Pattu Sarees:
(Formerly in SPSR Nellore District and presently in Tirupati district):
There are about 1800 working looms available in VenkatagiriMandal. Almost all of them weave Venkatagiri Silk Sarees.
At Present the weavers of Venkatagiri are being weaved Silk Sarees and Silk/Cotton Sarees by using heavy Jacquards for new designs for prevailing market requirement and customer demand. Now, the weavers are using different kinds of accessories in weaving profession in Venkatagiri. So that the output of excellent production and innovative designs apart from that the weavers can consume less strength and can earn more wages.
• Geographical Indication Certificate for Venkatagiri Sarees.
Venkatagiri Sarees has been issued with GI.No.189 on 13.11.2009 with Geographical Indication Registry, Chennai under GI of Goods (Registration and Protection act 1999).
A Geographical Indication is a sign used on Venkatagiri Handloom Saree Products that have a specific Geographical Origin and possesses qualities or a reputation that are due origin.
Further it is submitted that the GI Registration for the product ‘Patur Cotton Silk Sarees’ is under process.
11.One District One Product (ODOP) Awards’, for the product ‘Patur Cotton Silk Sarees’:
Objectives of One District One Product Awards:
• Acknowledge extraordinary work done by the States/UTs, Districts and Indian missions abroad for the economic development of State/District through ODOP approach.
• Encourage constructive competition, innovation and efficient public service delivery in successful ODOP interventions.
• Promote replication and institutionalization of best practices through experience sharing.
• Recognize innovations done for successful identification and solving bottlenecks in supply chain of ODOP Products.

We are proposed to register 3 New Handloom Weavers Cooperative Societies and 3 Handloom Development Clusters in the following villages.

2. Patur & Gummaladibba villages in Kovur Mandal.
3. KavaliYedavalli village in AnusamudrampetaMandal.
