SOCIAL WELFARE

a) DEPARTMENT PROFILE:

The main objectives of the Social Welfare Department are Educational Advancement, Socio-Economic Development, Welfare and Protection of Scheduled Castes and implementation of programmes of Social Security like Rehabilitation of Jogins, Bonded Labourers and Scavengers. The set objectives are being achieved by this Department through different wings.

There are 58 Pre Matric Hostels (For School Level), 1 Ananda Nilayam (for Orphan Children’s at School level) and 12 College Hostels (For College Level) functioning in the District.

SPECIAL INITIATIVES IN SW. HOSTELS.

  •  Biometric / Irish attendance were implemented in all Social Welfare Hostels in the District. All the Hostel related bills were generated through online (JNB Nivas portal) based on the Biometric Attendance of the boarders.
  •  As per G.O.Ms.No.8 SW(Edn.2) Dept., Dt. 20.02.2023, Diet Charges @ Rs. 1,150/- (3rd& 4th Classes), Rs. 1,400/- (5th to 10th Class), Rs. 1600/- for Post Matric Hostellers w.e.f 01.06.2023.
  •  Cosmetic Charges @ Rs. 125/- (3rd& 4th Classes) for Boys, Rs. 130/- for Girls, Rs. 150/- (5th to 10th Classes) for Boys and @ 200/- for Girls Boarders, in addition to that, hair Cut Charges @ Rs. 50/- per month for Boys from 3rd to 10th Classes.
  •  Prescribed Menu will be implemented in all Social Welfare Hostels in the District.
  • Tutors were appointed for 4 Subjects (English, Hindi, Maths & Science) for 10th Class boarders and an amount of Rs. 1,500/- Per month Honorarium will be paid to the Tutors.
  • Plate, Glass, Katora, Trunk box, Note books, Chikkies and Bedding materials were supplied to Hostel boarders.
  • Sanitary Napkins are provided in Schools under “Sweccha Program” from 7th class girl boarders
  • Uniforms, Shoes, Socks, Note Books, School Bags are provided at School level under Vidya Kanuka Schem

POST MATRIC SCHOLARSHIPS :

  •  This is the Flagship programme of the Govt. of Andhra Pradesh. This scheme provide financial assistance to poor students in various categories (SC/ST/BC/EBC/ MIN/DW) Sanctioning under SATURATION MODE. Students who are studying ITI, Polytechnic, Degree and above courses to enable them to pursue their education without any financial burden.There is two categories
There is two categories

i) MTF (Maintenance charges)
ii) RTF (Reimbursement of Tuition Fee)

AMBEDKAR OVERSEAS VIDYANIDHI:

  •  This scheme is providing financial assistance to eligible students belonging to SC/ST/BC/Minority / EBC including Kapu students who pursue their higher studies in overseas.
  • As. Per G.O.Ms.No. 07 SW (Edn.) Department, Dt. 02.02.2023, Government is enhanced the fee to be released to SC/ST/BC/Minority students under Videshi Vidyadeevena scheme in 101 to 200 ranked universities to 100% (or Rs.75 lakhs), whichever is less. For EBC and Kapu students, the existing rule is retained i.e 50% fee or Rs.50 lakhs, whichever is less.

FREE POWER TO SC HOUSE HOLDS:

  •  Under Scheduled Caste Sub-Plan Act 2013 the Govt. paying the electricity charges of S.C. families who are utilising the electricity below 100 units and as per G.O.Ms.No.91 SW (SCP.A2) Dept., Dt. 24.07.2019 Govt. has been enhanced the benefit under this scheme from 100 to 200 Units.

DAPPU ARTISTS PENSION:

  •  The Govt. Have introduced a new scheme “Pension to Dappu Artists sanctioning monthly pension of Rs. 3000/- to the Dappu Artists by the then Government and now the Government have enhanced to Rs.4000/- besides providing one- time assistance of (1) pair uniform, (1) pair anklets (Gajjalu) and (1) Dappu instrument set to all the Dappu artists , who are eligible.

PROVIDING OF PENSION, TOOL KITS AND WORKING CAPITAL TO TRADITIONAL COBBLERS:

  • The Govt. Have introduced this scheme under which a monthly pension of Rs. 2000/- per month, by the then Government and now the Government have enhanced to Rs.4000/- and providing of Tool Kits with a worth of Rs. 10,000/- and Working Capital for purchase of raw materials of Rs. 20,000/- with 100% grant assistance shall be released to eligible beneficiaries.

FILLING UP OF SC/ST BACKLOG VACANCIES:

  • Social Welfare Department is the Nodal Agency to filling up of SC/ST Backlog vacancies in the District under the Chairmanship of the District Collector.

IMPLEMENTATION OF ACTS:

  • Social Welfare Department is monitoring the implementation of Acts in the District. i.e. 1. PREVENTION OF ATROCITIES ACT 1989 2. PROHIBITION OF EMPLOYEMNET OF MANUAL SCAVENGERS AND THEIR REHABILITATION ACT 2013 3. BONDED LABOUT SYSTEM (ABOLITION) ACT 1976.
  • District Level and Sub-divisional Level Vigilance & Monitoring Committees are constituted and conduct periodical reviews on implementation of the Act in the District.
