PROHIBITION & EXCISE
a) PROFILE
Prohibition & Excise Department deals with regulation of intoxicating liquor and also plays a major role in procuring revenue through regulation of Indian Made Foreign Liquor (IMFL), Foreign Liquor (FL) and Toddy.
Government has created a new Department “Special Enforcement Bureau” for enforcement activities vide G.O.MS.No.134, Revenue, Dept, Dt:15.05.2024 duly distributing the staff pattern between SEB and Excise in the ratio of 70:30.

c) STRUCTURE OF THE DEPARTMENT:
- The District Prohibition and Excise establishment is headed by the District Prohibition & Excise Officer (DP&EO) in the cadre of Proh. & Excise Superintendent.
- Office located at B.V.Nagar, Beside RTO Office, Nellore.
- The DP&EO also hold Full Additional Charge (FAC) of Depot Manager (DM), APSBCL IML Depot, Nellore.

e) DUTIES AND RESPONSIBILITIES OF THE OFFICERS:
I)District Prohibition and Excise Officer:
- All establishment matters and service matters of the district cadre posts.
- Monitoring the functioning of Retail Outlets with regard to IML& Beers stocks / Physical verification / Remittances / Irregularities.
- Control of Excise crime i.e., NDPL/Spurious liquor, Toddy adulteration, irregularities in DS/RS/Molasses/Methanol units.
- Issue and monitoring of 2B licenses, In-House licenses, Toddy licenses as per the Excise Act and rules.
- Inspection of Bars, Toddy Shops, RS, DS & Methanol units in the District.
- Assist the DC in all Administrative matters.
II) Prohibition & Excise Inspector / Retail Outlet Monitoring Officer:
- Supervise the functioning of Retail Outlets with regard to IML& Beers stocks / Physical verification / Remittances / Irregularities.
- Inspection of Bars, Toddy Shops, RS, DS & Methanol units in his allotted Jurisdiction.
- Any other duties entrusted by the DPEO/DM.
III)Prohibition & Excise Sub-Inspector / Asst. Retail Outlet Monitoring Officer:
- Collection of Intelligence with regard to Excise Crimes.
- Supervise the functioning of Retail Outlets with regard to IML& Beers stocks / Physical verification / Remittances / Irregularities.
- Inspection of Bars, Toddy Shops, RS, DS & Methanol units in his allotted Jurisdiction.
- Any other duties entrusted by the P&EI/ DPEO/DM.
IV)Prohibition & EHCs / ECs / Verification Officer:
- Physical Verification of stocks and ensuring remittances of sale proceeds of the APSBCL Retail Outlets allotted to them.
- Ensuring attendance of Retail Outlet staff.
- Ensuring attendance of Security personnel of the Retail Outlets.
- To keep a close watch on RO staff and inform any irregularity observed to ROMO / AROMO.

- The A.P.Excise (Grant of Lincece to sell Toddy, Conditions of Licence and Tapping of Excise Trees), Rules, 2007.
- The A.P. Rectified Spirit Rules, 1971.
- The A.P. Denatured Spirit and DS Preparations Rules, 1971.
- The A.PExcise (Grant of licence of selling by in-house and conditions of licence) Rules, 2005.
