ANDHRA PRADESH POLLUTION CONTROL BOARD

a) DEPARTMENT PROFILE:

The State Board for Prevention and Control of Water Pollution was constituted on 24-01-1976 under the Water (Prevention and Control of Pollution) Act, 1974. After the Air (Prevention & Control of Pollution) Act 1981 came into force, the Board’s name was changed as Andhra Pradesh Pollution Control Board. Initially the Board was set up to implement the provisions of the Water (Prevention and Control of Pollution) Act, 1974. The Board was responsible for implementing the following environmental Acts and Rules.

  • Environment (Protection) Act, 1986
    Rules framed under the Environment (Protection) Act, 1986
  • Hazardous and other wastes (Management and Transboundary Movement) Rules,2016.

  • Bio-Medical Waste Management Rules, 2016
  • Plastic Waste Management Rules, 2022.
  • Manufacture, Storage and Import of Hazardous Chemicals Rules, 1989
  • Battery Waste Management Rules, 2022.
  • E-Waste (Management) Rules, 2022.
  • Construction and Demolition Waste Management Rules, 2016.
  • Fly Ash Notification, 2021.

b) ORGANISATION CHART :

organization structureThe Board has been catalytic in implementing environmental policies, laws, and regulations and developing frameworks to manage wastes efficiently. With its Head Office at Vijayawada, the Board covers the entire State through its 4 Zonal Offices at Visakhapatnam, Vijayawada, Kurnool and Tirupati headed by Joint Chief Environmental Engineer (JCEE) and 13 Regional Offices at Tirupathi, Kurnool, Vizaianagaram, Visakhapatnam, Kakinada, Eluru, Vijayawada, Guntur, Nellore, Ongole, Srikakulam, Anantapur and Kadapa each headed by Environmental Engineer (EE).
The Board has three Zonal Laboratories, Vijayawada, Kurnool, and Visakhapatnam, headed by Senior Environmental Scientists (SES). Each Zonal Laboratory undertakes continuous monitoring of the quality of air and water.

SPSR Nellore District :

The Andhra Pradesh Pollution Control Board Regional Office, Nellore, was established on 14 September 1994. Its jurisdiction covers both Sri Potti Sreeramulu Nellore and Prakasam Districts. At present, the Regional Office, Nellore, has jurisdiction over the present SPSR Nellore District.
The industries apply for Consent for the Operation (CFO) of the Board through the single desk portal/ OCMMS, and the Board is issuing CFO to the industries within the SLA period. Further, suppose any complaints are received, or violations are observed during the inspection. In that case, this office will submit the report to the Board Office for placing before the Task Force Committee at the Board Office/ External Advisory Committee at the Zonal Office, Vijayawada, to review the status of the industry & to issue necessary directions.
