a) DEPARTMENT PROFILE:-
The main objective of Department for the Welfare of Differently Abled, T.G. & Senior Citizens is to empower the Differently Abled, T.G. and Protection and Welfare of Senior Citizens. The Welfare of Differently Abled & Sr. Citizens Department has established in 1983 with an objective to provide Welfare measures to Differently Abled by establishing Residential special schools, Hostels. Further, it also ensuring legislations like, The Right of Persons with Disabilities Act 2016, National Trust Act 1999. The Dept. for the Welfare of Diff. Abled & Sr. Citizens is also having an another objective of providing Maintenance and Welfare of Parents and Senior Citizens by establishing Old age homes, awareness programmes on care of Senior Citizens in the last phase of life by enforcing the Act of Maintenance and Welfare of Senior Citizens with the support of Revenue and Police Department. Meanwhile a drug De-Addiction centre have been running for Outpatient and rehabilitation and counseling for addicts.

C. Schemes/Activities
I. Maintenance of Hostel for Differently Abled Girls at Podalkur Road, Nellore:-
Hostel for the Differently Abled Girls with a sanctioned strength of 50 is functioning to promote education. Presently, 30 differently abled Girls are studying from 1st class to P.G. are residing in the Hostel. They are being provided with clothing, bedding materials, cosmetic charges, note books and medical care facility.
II Sanction of Financial Assistance to Differently Abled to eke-out their livelihood (Economic Rehabilitation Scheme) :
Under this scheme, the amount will be sanctioned as 50% on total outlay of the bank loan or maximum of Rs.1,00,000/- whichever is less as subsidy to all categories of differently abled whose age in between 18 to 60 years whose annual income does not exceed Rs.1,00,000/-. This should be applied through apobmms.ap.gov.in. web site.
III Sanction of Petrol Subsidy:
Subsidy for petrol is being sanctioned to the disabled persons having own vehicle for the use of vehicle from resident to the duty and back and to the places where day to day activities of the beneficiaries may make it necessary for him to go. The annual income does not exceeds Rs.1,00,000/-.
IV. Back log Recruitment:-
Every year Differently abled Back log notification will be issued, through this notification Visually impaired, Hearing Impaired and Orthopedically handicapped persons will be selected and appointed as per their merit, and they will be allotted to the Various departments notified by them.
V. Old Age Homes:-
In SPSR Nellore district there are 13 old age homes, this homes are run by the funds released by the central government , so many senior citizens who are unable to stay with their families or are destitute, this Old age homes will offer free accommodation, food, clothing etc to discriminated senior citizens. Every year with the after taking the prior approval of the Hon’ble Dist. Collector, renewal proposals of the old age homes will be forwarded to the head of dept. for the sanction of Grant-In-aid from Govt. of India.
VI. Legal Guardian Certificates to Mentally Retorted:-
This Department issue legal Guardian Certificates to Guardians for Mentally retorted Differently Abled persons under the chairman ship District collector under national trust
VII. ID Cards to Senior Citizens:-
The Department issues Identity cards to the Senior Citizens whose age is 60 & above for availing concessions being offered by State & Central Governments.
VIII. Maintenance and Welfare of Parents and Senior Citizens Act, 2007:
Implementation of Maintenance of Welfare of Parents and Senior Citizens Act, 2007 by conducting Maintenance Tribunals and Appellate Tribunals.
IX. Transgender Certificate and ID Cards:-
Empowerment of Social Justice has launched the portal for Transgender persons i.e httsp://transgender.dosje.gov.in, wherein transgender persons were directly register their application in this portal then this department process that applications and send to the approver, after approve the applications certificate and Identity cards will be generated by the District collector.
X. NAPDDR SCHEME (National Action Plan For Drug Demand Reduction ):
In this scheme NMBA (Nasha Muktha Bharath Abhayan) component: Ministry of Social Justice and Empowerment, Government Of India stated that being the nodal agency for Drug Demand Reduction launched its flagship mass awareness campaign ‘Nasha Mukt Bharat Abhiyaan (NMBA) on 15th August 2020 in the 272 identified districts which are identified as most vulnerable in terms of usage of drugs. In the past two years since its inception, a wide range of activities under the banner of NMBA have been undertaken across the country with the participation of youth, children, education institutions, women and the community.
XI. NAPSRC SCHEME (National Action Plan For Senior Citizens):
The Scheme is related to the Senior Citizens for comprehensive programmatic initiatives covering (i) Promoting Financial Security (ii) Healthcare and nutrition (iii) Promoting livelihoods and income generating activities (iv) Schemes for Shelter and Welfare (v) Skilling and re-skilling senior citizens for productive aging (vi) Awareness and capacity building and for providing better life at this age. Every year this department will celebrate world elders day on 1st October in collaboration with all line departments in this district by the approval of the District administration.
XII. World Differently Abled Day:
Every year 3rd December this department will organize World Differently Abled Day in collaboration with all line departments in this district. And also Conduct Sports meet in coordination with Samagar Sikha abhayan and District Education Department by duly involving the Physical Educators for elevate skills from talented differently Abled Students, moreover no of Differently Abled students are participate in national and international Sports and Games.
