PROHIBITION & EXCISE

Overview of the Department:

The Prohibition & Excise Department is a major regulatory department. It regulates production, sale, transportation and usage of intoxicants and alcoholic preparations both for potable and industrial purposes.Revenue generation is incidental to such regulations. Control of crime such as illicit distillation, spurious liquor, non duty paid liquor and adulteration of toddy is a major responsibility, besides crime relating to narcotic drugs and psychotropic substances, It also regulates drawl and sale of toddy. 

In tune with the obligations under Article 47 of the Constitution of India, the Department undertakes awareness campaigns against the evils of consumption of intoxicants and Narcotic and Psychotropic substances. A new initiative Jagruthi has been launched all over the State in this regard in Feb’ 2019.

The Department implements A.P. Excise Act, 1968, A.P. Intoxicating Liquors (Prohibition of Advertisements), 1978, NDPS Act, 1985, A.P. Regulation of Trade in IMFL & FL Act, 1993, A.P.Prohibition Act 1995 and Rules made there under.

ORGANIZATION AND WINGS :

 

PROH AND EXCISE

a).Executive Wing :

The Deputy Commissioner is the head of the district and responsible for the entire district administration. Within the revenue district, there are 2 Excise units each headed by Prohibition and Excise Superintendents. There are (15) Proh. & Excise Stations in the District.

 

(b) Enforcement wing :

The Enforcement wing is headed by an Assistant Commissiner of Proh. & Excise in the district. The enforcement team comprising of 1 Assistant Prohibition & Excise Superintendent, 2 Prohibition and Excise Inspectors and 2 Prohibition and Excise Sub-Inspectors, 2 Prohibition and Excise Head Constables and 10 Proh. & Excise Constables.

Functions:

Duties:

  1. Inspections of A-4 (Wine shops) 2B Bars, Methanol Units and D.S.-XIII, etc.,.
  2. Investigation of pending crime cases.
  3. Review of Pending cases.
  4. Office Administration
  5. Receiving Public Grievances and disposing those grievances by taking appropriate action. 
  6. Watching of weekly diaries of P&ESs, AP&ESs, P. & E.Is., and P. & ESIs.

  2. Detailed inspection of 50% of Proh. & Excise Stations once in a year
  3. Inspection of at least 5 Toddy depots / shops in a month
  4. Inspection of at least 1 methanol using units in a month

  7. Review of fortnightly Diaries of Sub-ordinates

  14. Strict implementation of MRP as well as prevention of Grave Crimes/ Irregularities by the IML Licensees.
  15. Collection of Excise Revenue including old arrears.
  16. Conducting enquires about the payment of exgratia to tappers (within a week).
  17. Sending factual report on the same day to the Prohibition and Excise Superintendent on all the items published adversely in the daily news papers.
  18. Organising beat system and to initiate samples signature registers.
  19. Conducting and organizing regular route watches in a month.
  20. To inspect all the methanol units in his jurisdiction
  21. He should submit the weekly tour diaries to the Proh. & Excise Superintendent

Prohibition and Excise Sub-Inspector :

  10. Collection of information relating to implementation of MRP and prevention of irregularities by the IML Licensees.
  11. Collection of Excise Revenue including old arrears.
  12. Inspection of Beat duties of Constables/ Head Constables.
  13. Attending to court work during trail of cases and obtaining the copies of the Judgments for further processing.
  14. Service of summons and execution of warrants/ NBWs
  15. Inspection of kits
  16. Conducting weekly 3 route watches.
  17. Any other work entrusted by the Superior Officers.
  18. Submit weekly diaries to the SHO.

INTEGRATED CHECK POST:

The integrated check post is set up on N.H.5 Calcutta – Chennai high way at B.V.Palem [Bhimunivaripalem] in Tada Mandal in the Proh & Excise Station limits of Sullurpeta. The check post is located at a distance of about 7 Kms. from Tada towards Chennai (Tamilnadu). The check post at B.V.Palem is functioning since 29.2.1988 with the five departments, [1] Mining [2] Forest [3] Animal Husbandry (4) Agricultural Market Committee and [5] Proh.&Excise..

In order to check the vehicles, a service road is provided all along about 1 to 2 Kms of the check post and a thorough passage is given to Cars, Interstate passenger buses and two wheelers etc. on N.H.5.

During the Prohibition in the State from 16.1.1995 to 31.3.1997 the functioning of Proh & Excise Department at the check post gained much importance in view of the border. After relaxing the Prohibition with effect from 1.4.1997, the inflow of intoxicants from the state of Tamil Nadu and Karnataka has become sporadic. No cases were detected for illegal transportation, Import and Export.

The above staff are checking the vehicles for importing, exporting and transporting of liquor, Beer and ENA through permits issued by the Commissioner of Proh & Excise, A.P. Vijayawada and endorsing on the permits the Entry and Exit of the vehicles and also to prevent the smuggling of Non duty paid liquor and NDPS drugs coming from other states..

Programme on Ban on Alcohol under Navaratnalu as per manifesto

I. Reduce the liquor shops gradually :

As per the orders of the Government, for the year 2019-20(01.10.2019 to 30.09.2020) 20% Liquor shops were reduced. Then gradually, Ban on Liquor will be implemented.

II. Belt shops Removed :

III. In view of the safety measures bind over the habitual Offenders by conducting incentive raids at the suspected places and booked cases, if any found and removed belt shops in SPSR District.

IV. Inspection of A4 shops and 2B Bars regularly and conducted raids regularly at suspected places.

V. Conducting awareness programs and rallies under Jagruthi Programmes for eradication of belt shops, Illicit Distillation Liquor and Alcohol with the help of Doctors, Dwakra groups, Voluntary Organizations and local peoples.

VI. Now we are planning for total prohibition of liquor under Navratna in the Government manifesto.
