a) DEPARTMENT PROFILE

The prime aim of the Department is to make illiterates as literates in the age group of 15+ to 35 Years as the this age is a productive age to learn education easily and acquire necessary knowledge to continue their self learning in future and also to utilize various welfare schemes and programmes of the Government and enhance their better lively hood and standards of life and also to increase their income by learning with applicable skill oriented courses.

c) Schemes/Activities/Action Plan :

3.1. Saakshar Bharat Programme:

The Government of India launched Saakshar Bharat Programme on 8th September 2009 on the occasion of International Literacy Day. The programme aims at raising the overall literacy rate, reduce the gender gap and minimizing the regional, social and gender disparities in the literacy level throughout the country.
For the implementation of Saakshar Bharat Programme in Nellore District, a literacy survey was conducted in the year 2010. As per the survey conducted 5,72,191 non literates were identified (Male – 2,04,109 + Female – 3,68,082).
4,18,373 non literates were covered in Basic Literacy Programme which was conducted in 7 phases. 1,53,458 balance of non literates were yet to be made literates. 938 Adult Education Centers (AECs) were functioned in 938 Gram Panchayats as institutional support for improving literacy levels and overall improvement of Gram Panchayats. Every month one special programme was organized in each AEC focusing various topics like Health, Education, Legal & Environment issues. 938 AECs were closed vide memo No.600/B2/DAE/2017, Dt:14.06.2018 of the Director of Adult Education, Andhra Pradesh, Amaravathi.

3.2. National Institute of Open Schooling(NIOS) :

NIOS examinations were conducted yearly 2 times. i.e the exams were generally conducted in the months of March & August.

3.3. OBE (Open Basic Education) :

Government of Andhra Pradesh has launched an innovative programme i.e Open Basic Education (OBE) for the Neo-Literates. The Programme has designed as Level A (Equlent to 3rd Class) and Level B (Equal to 5th Class). This Scheme has to be launched with the collaboration of Andhra Pradesh Open School Society, Hyderabad.

3.4. Padhana Likhana Abhiyaan :

The Government of India has announced a new Adult Education Programme i.e “Padhana Likhana Abhiyaan” for the implementation of Basic Literacy Programme to Non Literates trough Volunteer Teachers (VTs) in 6 Mandals in SPSR Nellore District. The programme was implemented in Alluru, Anantha Sagaram, Chittamuru, Kaluvoya, Kondapuram & Sydapuram. 16,167 learners have attended for the examinations out of that 16,159 learners were passed in the examinations.

3.5. Akshara Chaitanyam 1 Programme:

  • Sri K.V.N. Chakradhar Babu I.A.S the Hon’ble District Collector, SPSR Nellore District was started a prestigious programme “Akshara Chaitanyam – 1” in SPSR Nellore District on 16.08.2021 to eradicate illiteracy and to achieve 100% literacy in the District.
  • To make this programme successful many District Officers such as the Chief Executive Officer, District Educational Officer, PD DRDA, PD DWMA & The District Panchayat Officer have been made partners by the District Collector, SPSR Nellore. The District Collector, SPSR Nellore was appointed the District Panchayat Officer as District Nodal Officer to monitor the entire programme in the District.
  • The Programmme was started in 40 mandals in erstwhile SPSR Nellore District.
  • The Programme was started for 1,33,438 Non-Literates, those who have 15+ above age group. Out of this 43,971 were male and 89,467 were female learners.
  • Teaching Learning Material was supplied to 1,33,438 Non-Literates in 40 mandals by the District Administration, SPSR Nellore.
  • To monitor the programme at Mandal Level the Mandal Parishad Development Officers were appointed as presidents and the Mandal Educational Officers were appointed as Nodal Officers.
  • To monitor the programme at Village Level the Welfare and Educational Assistants and Mahila Police were appointed as supervising persons.
  • Literacy classes were conducted with the help of Village Volunteers and Self Help Group members.
  • Totally the entire programme in the District was monitored by the Adult Education Department in association with the District Panchayat Officer under the Leadership of the District Collector, SPSR Nellore.
  • After completion of the Literacy Programme, an “Evaluation Test” was conducted by Andhra Pradesh Open School Society (APOSS), Guntur on 08.01.2022 and certificates were issued to the successful Learners.
  • 1,24,270 Learners were appeared for the evaluation test. Out of this 40,724 were male and 83,546 were females.
  • 1,16,566 learners were passed in the evaluation test. Out of this 38,131 were male and 78,435 were females.
  • The pass percentage of Akshara Chaitanyam – 1 programme after completion of evaluation test is 93.80%.
  • It is noticed that the literacy rate of SPSR Nellore District raised from 69.08% to 84% after completion of “Akshara Chaityanyam – 1” programme.

3.6. Akshara Chaitanyam 2 Programme:

  • “Akshara Chaitanyam – 2” programme was started to 51,745 unsuccessful learners and the left over illiterates those who were identified after survey. To these 51,745 learners a second phase Literacy programme i.e “Akshara Chaitanyam – 2” was started in the District on 02.10.2022 to achieve 100% literacy.
  • The Programmme was started in 37 mandals in SPSR Nellore District.
  • The Programme was started for 51,745 Non-Literates, those who have 15+ above age group. Out of this 15,304 were male and 36,440 were female learners.
  • Teaching Learning Material was supplied to 51,745 Non-Literates in 37 mandals by the District Administration, SPSR Nellore.
  • To monitor the programme at Mandal Level the Mandal Parishad Development Officers were appointed as presidents and the Mandal Educational Officers were appointed as Nodal Officers.
  • To monitor the programme at Village Level the Welfare and Educational Assistants and Mahila Police were appointed as supervising persons.
  • Literacy classes were conducted with the help of Village Volunteers and Self Help Group members.
  • Totally the entire programme in the District was monitored by the Deputy Director and Adult Education Staff under the Leadership of the District Collector, SPSR Nellore.
  • After completion of the Literacy Programme, an “Evaluation Test” was conducted by Andhra Pradesh Open School Society (APOSS), Guntur on 24.09.2023 and certificates were issued to the successful Learners.
  • 48,211 Learners were appeared for the evaluation test. Out of this 14,149 were male and 34,061 were females.
  • 45,229 learners were passed in the evaluation test. Out of this 13,373 were male and 31,855 were females.
  • The pass percentage of Akshara Chaitanyam – 2 programme after completion of evaluation test is 93.81%.
  • It is noticed that the literacy rate of SPSR Nellore District raised from 84% to 93.81% after completion of “Akshara Chaityanyam – 2” programme.

3.6: New India Literacy Programme (NILP):

The Government of India has introduced a centrally sponsored programme for the FY 2022-2027 i.e “NEW INDIA LITERACY PROGRAMME“(NILP). The Director of Adult Education, Andhra Pradesh, Amaravati has given a target of 41,064 women illiterates to SPSR Nellore District for implementing NILP Programme.
