DISTRICT SUB JAILS

a) DEPARTMENT PROFILE :

Andhra Pradesh Prisons Department came into existence on 1st November, 1956 after the re-organization of States by amalgamation of the Prison service of Hyderabad State and the then Andhra State. Initially the Prisons Department consists of only few Central Jail, District Jails and Sub Jails under its control.

Subsequently during 1976 in pursuance of the policy decision taken by the Government to transfer the administration of Sub Jails from the control of the Judiciary to that of the Prisons Department, the Prisons Department expanded itself into a major Department. Over a period of time, with the up gradation of some jails as District Jails and central Jails and due to construction of new jails, the number of institutions has increased under the control of the Department. During 1986, in order to improve the operational efficiency of the institutions and to manage the department effectively, the administration has been decentralized and 3 Regions were formed namely Telangana Region, Coastal Andhra Regional and Rayalaseema Region. Each region is headed by a Deputy Inspector General of Prisons. With the implementation of modernization schemes, the infrastructure of the Prisons Department improved further on account of the construction of new prisons, improvement in the hygiene and sanitary conditions, medical facilities, construction of quarters for staff and introduction of new correctional programmes for the prisoners.

In view of the Andhra Pradesh Reorganization Act-2014, the Andhra Pradesh state has been bifurcated into two States i.e., Telangana and Andhra Pradesh.
A.P. Prisons Department Headquarters/Directorate established in Vijayawada. The Andhra Pradesh state Prisons Department comprising of 13 Districts is headed by the Director General of Prisons and Correctional Services. He is assisted by Inspector General of Prisons in Headquarters and 2 Deputy Inspector General of Prisons at the Range Level. Presently, the Department has under its control 04 Central Prisons, 08 District Jails, 01 Open Prison, 01 Special Prison for Women, 01 Borstal School (under construction), 11 Special Sub Jails and 85 Sub Jails.
Andhra Pradesh Prisons Department is considered as one of the most progressive Department when compared to other States in the country. It has to its credit a number of far reaching reforms which were emulated by other States of the country.

Introduction of Stainless steel Utensils and Gas Cooking System in the Prisons, provision of septic toilets in place of dry toilets and ceiling fans in 1980, uninterrupted water supply and introducing innovative vocational training programmes for prisoners, besides providing modern Medicare facilities to the prisoners have been some of the indicators of development factors.

Andhra Pradesh Prisons and Correctional Services Department manages the Prisons and provides a safe and secure environment to the prisoners both under trial and convicts, by utilizing the services of well trained professional Prison Staff. Thus the Department serves the society and protects the interest of the State.

Organizations Name and Functions and duties

The name of this organization is District Sub Jails Office, Nellore. This office is situated in the premises of Andhra Pradesh State Training Academy for Reformation Services, Nellore. This office supervises all the Sub Jails of Nellore District. The main object is to keep inmates of all Sub Jails of this unit with humanity & help them to lead as law abiding citizens and to make them enable to live in society after release.

Functions and duties :-

  •  To admit prisoners committed by the courts.
  •  To cause production of the accused before the courts concerned on the dates of adjournments.
  •  Feeding of inmates.
  •  Providing minimum requirements like clothing and bedding, Soaps, Shampoo, Tooth Paste, Coconut oil etc., for better livelihood.
  •  Provision of protected Drinking water, ceiling fans, proper lighting in the barracks, Night toilets to meet the minimum requirements of a person and providing entertainment to prisoners by making them available to News papers, Library, Televisions and Indoor games like Chess and Caroms, Outdoor games like Volley ball etc.,
  •  Conducting literacy programmes so that, a prisoner who was admitted as an illiterate into the prison may at least sign his name in place of a thumb impression while getting released.
  •  Providing Medical care to prisoners by conducting monthly health checkups under the supervision of a qualified medical officer and by sending them to Out Hospitals in case of medical emergency.

Powers and Duties of officers and Employees

1. District Sub Jails Officer:-

District Sub Jails Officer is directed to inspect all the Sub Jails in the district once in a month and submit his report thereof to the Deputy Inspector General of prisons, Kadapa Range, Kadapa. All the defects and omissions noticed if any during such visits which need immediate action by the Head Office should be referred to Deputy Inspector General of prisons concerned. Remaining points noted during the visit of DSJO, shall find place invariably in weekly journal.

The District Sub Jails Officer will draw the pay and allowances of himself and his office establishment and also countersigns the contingent expenditure of all the Sub Jails under his control. Every six months, the accounts of Sub Jails will be audited by his staff and after examining the audit report in detail, he shall submit a report to the Head Office through Deputy Inspector General of prisons, Kadapa Range, Kadapa. He is empowered to sanction all kinds of leaves to his subordinates under his control and may issue any instructions for smooth running of sub jails and he should invariably make a copy of such instructions to Head Office for further action.

2. Jailor:-

The Jailor shall assist the District Sub Jails Officer, in the administration and in maintenance of Office accounts, Inspections of the Sub Jails in the District.

3. Senior Assistant:-

To assist in dealing with the subjects relating to establishment matters. Maintenance of Cash books, Service Registers of Staff Members, safe custody of security deposits, Agreement bonds of contractors, Staff correspondence like, Leaves, Loans, Recoveries, Challans.

4. Junior Assistant Cum –Typist :-

To assist the Jailor and Senior Assistant in correspondence with Sub Jails, Range Office, Head Office and Other Offices while making, typing letters and Maintenance of stock related to Stationary articles.

5. Record Assistant:-

To keep the old records i.e., Registers, Files, Cash Books and daily maintenance of In-word & Out Registers and maintenance of Stamp Account.

6. Office Subordinate:-

To assist District Sub Jails Officer, Jailor, Senior Assistant in correspondence with Sub Jails, Maintenance of office by keeping it tidy, arranging files and Registers, posting letters, any other official correspondence with other departments etc.,.

b) ORGANIZATION CHART:

The District Sub Jails Office is functioning under the control of the Director General of Prisons & correctional Services, Andhra Pradesh, Vijayawada under supervision of Deputy Inspector General of Prisons, Kadapa Range, Kadapa. The District Sub Jails Officer is the Head of all the Sub Jails in SPSR Nellore District. He is assisted by one Jailor at District level. The various Sub Jails functioning under the control of the District are as detailed below.

SUBJAILS

District Sub Jails Office:

The District Sub Jails Officer is responsible for proper functioning of the Sub Jails in the Districts. The District Sub Jails Officer undertakes periodical visits or monthly visits, He is involved in inspection of accounts, stocks, stock registers, drawing and disbursing the contingent bills, pay and allowance of staff and Half, yearly inspections of Sub Jails in their jurisdiction. There are three (03) Sub Jails functioning in the SPSR Nellore District which are as follows.

1. Special Sub Jail, Gudur
2. Sub Jail, Atmakur
3. Sub Jail, Kavali

Besides the three sub-Jails, two non-functioning Sub-Jails are located at Sullurpet and Venkatagiri. There has been a proposal sent to the Government of Andhra Pradesh to construct a new modern Sub Jail at Sullurpet. All the Sub-Jails administration has been taken over by judiciary department in 1987. Officers in the rank of Deputy Superintendent of Jails are allotted as District Sub Jails Officers.

BRIEF HISTORY OF SPECIAL SUB JAIL, GUDUR

Every six months, the accounts of Sub Jails will be audited by his staff and after examining the audit report in detail, he shall submit a report to the Head Office through Deputy Inspector General of prisons, Kadapa Range, Kadapa. He is empowered to sanction all kinds of leaves to his subordinates under his control and may issue any instructions for smooth running of sub jails and he should invariably make a copy of such instructions to Head Office for further action.
This Special Sub Jail Gudur is situated 42 Kms away from the District Head quarters and it is in Revenue and Police Sub-Division Head quarters of Gudur. The Special Sub Jail, Gudur is located in Survey No. 1777/2 of Gudur Town in SPSR Nellore District an extent of 0.70 acres or cents from the local source. The Special Sub Jail, Gudur was constructed in British Era in 1906 and started functioning in the year 1908 under control of Revenue authorities. After the Sub Jail administration had took over by Judicial Department, they duly allotted one warder to look after prisoners needs. The Remand Prisoners have been taken to Rural Police station which was entrance to the Sub Jail. There were 24 cells (G+1) to keep the Remand Prisoners and Convict prisoners who are sentenced upto one month conviction and if the conviction is more than one month, the prisoners are being admitted in Central Prison, Nellore. Of the existing 24 cells, 3 cells are modified into day toilets in the Ground floor, the Remand Prisoners were remanding up to 1987 by Judiciary Department. The sub Jail site was alienated and handed over to prisons Department by MRO Gudur vide Collector Proc. Dis. No. RC.12.475/87, Dt: 05-04-1987. The Special Sub Jail which was functioning then was closed down and the prisoners had been shifted to Central Prison, Nellore. The Sub Jail building along with site was taken over into possession in the year 1987 from Judiciary department and after renovation, Sub Jail, Gudur was re-opened on 26-07-1993 and the new modern administrative building was constructed in 2008 with double gate system, Superintendent Office room, Clerks Room, Interviews room, and Guarding staff room and Police Guard Room at first floor of the building under the scheme of perspective plan as per prison reforms keeping the security and all basic amenities in accordance with prisons departmental specifications and as per norms. Laterly sub Jail Gudur was upgraded as a Special Sub Jail vide G.O.Ms.No.36 Finance (SMPC-1 Department, Dt: 15-02-2012. officer in the rank of Jailor is in charge of post of Superintendent, Special Sub Jail Gudur. The prisoners from the Mandals Guduru, Chillakuru , Kota, Vakadu, Chittamuru, Manubrolu, Ojili, Sydapuram, Podalakur etc., were being admitted into this prison. The Jurisdiction of J.F.C.M. GUDUR, J.S.C.M. Gudur, and A.S.J. Gudur, VII ADJ Gudur and Forest & Excise cases of Gudur, Naayudupet, Sullurpet, Venkatagiri under the jurisdiction of judicial 1st class Magistrates, Gudur, Venkataagiri, Nayudupet, Sullurpet are to be remanded in this Special Sub Jail .

Special Sub Jail :

The Special Sub Jails are small Institutions meant for confining under-trial prisoners involved in the cases which are on the file of the local Magistrates and also the convicted prisoners sentenced up to one month. The prisoners who are sentenced more than one month are transferred to the Central Prison, Nellore. Sub Jails having more than 50 and above lock up are classified at Special Sub Jails. Officers in the rank of Jailor are posted as Superintendent of Special Sub Jails.

SUBJAILThe special sub-jail, Gudur has been temporarily closed pending the construction of a new accommodation complex as the inmate accommodation complex is dilapidated.

1. BRIEF HISTORY OF SUB JAIL, ATMAKUR

The sub jail is situated 65 Kms away from the District Head Quarters and it is in Police Sub-Division, Revenue Sub-Division Head Quarters at Atmakur. The Sub Jail, Atmakur is located in Survey No. 840-1 of Atmakur Town in SPSR Nellore District at an extent of 0.37 Acres from the Local source. The Sub Jail was started functioning in the year 1956 and was under control of Judiciary Department under the supervision of one Warder to look after the prisoners needs. Previously, the Remand Prisoners was being taken to courts through Sub Treasury which was at entrance to Sub Jail as there was no other source of connectivity to be taken through. There were 8 cells to keep 16 prisoners either remand or convicted and who are sentenced upto a period of one month and prisoners who was awarded more than one month of conviction has been sent to Central Prison, Nellore. Also, additionally 4 cells were constructed in the year 1960 to keep 8 female prisoners. Remand Prisoners were remanded up to 1989 by Judiciary Department. Afterwards, the Sub Jail which was functioning under Judiciary was closed down by shifting the prisoners to Central Prison, Nellore and the Sub Jail land was alienated and handed over to Prison Department by the MRO Atmakur vide Collector Proc. No. RC/No.475/87, Dated: 27-04-1987 and MRO Dis. No. 1092/87, Dt: 08-06-1987.
The sub Jail consisted of 8 cells for Male and 4 cells for female prisoners following authorized accommodation was taken over into possession in the year 1987 and started construction in the year 1989. As the old Sub Jail building was damaged, it was renovated by the Prison Department duly building the kitchen, day toilets, bathrooms and having provision for running water facility. In the year 2009, the Sub Jail Administrative building was renovated with double gates, Superintendent Office Room at top of the building, Guarding staff rooms and with Prisoners interview rooms under the scheme of perspective plan on prison reforms keeping the security and basic amenities in accordance with prisons department specification and as per norms. The Sub Jail, Atmakur was inaugurated by Sri B. Sunil Kumar, Inspector General of Prisons, Andhra Pradesh on 21-08-2009 and it started functioning since inauguration. The prisoners from the Mandals of Atmakur, Ananthasagaram, Marripadu, Sitarampuram, Udayagiri, Vinjamur, Anumasamudrampet, kaluvoy, Duttalur, Sangam , Chejarla and Somasila and Excise cases of Atmakur Udayagiri, Vinjamur and cases under the jurisdiction of judicial 1st class Magistrate Atmakur and udayagiri are to be remanded in the sub jail.

Sub Jail:

The Sub Jails are small Prisons meant for confining under trial prisoners involved in the petty cases which are on the file of the local Hon’ble Magistrates and also the convicted prisoners sentenced up to one month. The prisoners who are sentenced more than one month are transferred to nearest Central Prisons i.e., Central Prison, Nellore. The Officer in the rank of Deputy Jailor has to be posted as the Superintendent of Sub Jails.

BRIEF HISTORY OF SUB JAIL, KAVALI

The Sub Jail is situated 60Kms away from the District Head quarters and it is in the Revenue and Police Sub Division Head Quarters of Kavali. The Sub Jail, Kavali is located in Survey No. 1080/3 of Kavali Town in SPSR Nellore District an extent of 0.72 acres from the local source. The Sub Jail, Kavali was constructed in British Era in 1906 and started functioning in the year 1908 under control of Revenue authorities. After the Sub Jail administration has been taken over by Judicial Department, the jail administration was under the supervision of one warder to look after the prisoners needs. The Remand Prisoners were being taken through Rural Police station which was at entrance to Sub Jail. There were (G+1) 24 cells to keep the Remand Prisoners and Convict prisoners who are sentenced upto one month conviction and prisoners who was sentenced to more than one month has been sent to Central Prison, Nellore. The new modern administrative building was constructed in the year 2009 with double gate system, Superintendent Office room, Clerks Room, Interview room, Guarding staff rooms, Police Guard Room at first floor of the building under the scheme of perspective plan as per prison reforms keeping the security and all basic amenities in accordance with prisons departmental specifications and as per norms. The prisoners from the Mandals of Kavali, Bogole, Kaligiri, Kondapuram, Jaladanki and Bitragunta under the jurisdiction of Additional Judicial First Class Magistrate, Kavali, Assistant Session Judge, Kavali and P.D.M. Kavali and Excise cases of Kavali under the jurisdiction of judicial 1st class Magistrate Kavali are to be remanded in the sub jail.

Sub Jail:

The Sub Jails are small Prisons meant for confining under trial prisoners involved in the petty cases which are on the file of the Hon’ble Magistrates and also the convicted prisoners who are sentenced up to one month. The prisoners who are sentenced more than one month are transferred to Central Prison, Nellore. The Officer in the rank of Deputy Jailor are to be held incharge of the post of Superintendent of Sub Jails.

SUB JAIL VENKATAGIRI (N/F)

The Sub Jail is situated 75 Kms away from the Dist. Hqrs and it is Special Police Battalion Sub-Division headquarters at Venkatagiri. The Sub Jail Administration & site handed over to Prison Department vide Collector Proc. No.Rc.12 No. 477/87, Dt: 05-04-1987 & Dt: 27-04-1987. The prisoners from the mandals of Venkatagiri, Ballayapalli, Dakkili, Rapur and the cases under the jurisdiction of Judicial 1st class Magistrate, Venkatagiri are to be remanded in this Jail. At present the Sub Jail is not functioning and hence the prisoners pertaining to this area are remanded to Special Sub Jail, Gudur.

SUB JAIL SULLURPET(N/F)

The Sub Jail is situated 100 Kms away from the District Head quarters near by M.R.O. Office and Railway Station. The Sub Jail Administration and Site handed over to prison department vide collector proc.No. RC.12No.475/1987, Dates: 05-04-1987, 27-04-1987 through MRO Proc.No.RC.A.473/1987. The prisoners from the mandals of Sullurpet, Doravarisatram, Tada, Pellakur, Naidupet and the cases under the jurisdiction of Judicial 1st class Magistrate and Judicial 2nnd Class Magistrate, Sullurpet are to be remanded to this Sub Jail. At present the Sub Jail is not functioning and hence the prisoners pertaining to this area are remanded in Special Sub Jail, Gudur. .

I. CRIMINAL JUSTICE SYSTEM

1. Security Review Committee Meetings:

The Quarterly security Review Meetings were held at Mandal Level to review the Security arrangements in Sub Jails in compliance with G.O. No. 106 Home (Pri-B2) Dt. 08-05-2001 read with G.O.Ms.No. 176 Home (PRI.B2) Department, DatedL 17-06-2002. The Mandal Level Security Committee meets once in a quarter in the premises of Sub Jails and reviews the existing Security arrangements and make recommendations wherever necessary.

2.Under Trial Review Committee Meetings:

This committee is meant for speedy disposal of long pending cases, production of the under trials, pending charge sheets and other prison related issues. The under trial Review Committee is headed by the Hon’ble District Session Judge in the District.

3.Co-Ordination with other Department:

  •  Building repairs and maintenance as well as construction is entrusted to AP State Police Housing Corporation, Nellore.
  •  Education Department, Revenue Department, Judicial Department, Excise & Prohibition Department, Forest Department, Medical Department, Women and Child Welfare Department, Police Department are rendering their services regularly.
  •  NGOs are undertaking medical camps and organizing free legal aid and help towards welfare of prisoners.
  •  APCA, Vellore is a Joint Venture of 5 Southern States which came into force in 1979 and is imparting regular training to middle level and senior level officers.

c) SCHEMES AND ACTIVITIES

1.Installation of R/O Plants:

Safe drinking water programme initiated by the Government of Andhra Pradesh is implemented in prisons Department in true spirit for providing protected drinking water to all the prisoners by installing R/O plants at all Sub Jails in this Unit.

2.Modern Diet Scale:

Diet Scale was modified by introducing breakfast in the prisoners diet which includes whole some food like Chapathi, Wheat Upma, Pongal, Rice, Ravva Upma with Chutney and on every Tuesday, each and every prisoner is being fed with one egg in the evening meal. On 1st Sunday of the every month, 175gms Mutton is being given to all prisoners and on all remaining Sundays, 175gms of chicken is being given.

3.Prison Security:

The Prison security has been enhanced with the use of CCTV surveillance system. In Special Sub Jail, Gudur. 10 CCTV cameras has been installed by the Head Office and has a control room server set up in the Superintendent room of sub Jail but still non functioning due to some technical reasons.

4.Security Gadgets:

As a part of security surveillance, walkie-Talkie sets were provided to the executive staff  in Special Sub Jail, Gudur.

5. Use of Technology in Prisons:

Bio-Metric identification system is used to store photographs and biometric finger prints of all inmates which are then uploaded in Prisoners Management Information System web site. The uploading of details in PMIS system is being implemented in Sub Jails under the control of this unit which will be helpful to trace out several unknown cases by police department as the site stores all the details and aadhar card numbers of prisoners.

6.Telephone Facilities:

Prisoners telephone facility is available for prisoners twice a week in the all Sub Jails of this unit to make them get connected to outside world or family members or relatives or advocates with their own money.

7.Grievance or Complaints Redressal System:

The institutions are being administered in a manner which is fair and just.  The grievances and complaints are being promptly looked into by the Prison officers at every level.  Prisoners are given full liberty to ventilate their grievances to the Institutional Officers, Inspecting Officers and visiting Judicial Officers.  Complaint boxes have been installed in all prisons which are opened once in a month by the Secretary, Mandal Legal Aid Service Authorities.  The keys of these complaint boxes are with the Secretary.  Besides, prisoners are free to send representations to State Human Rights Commission and National Human Rights Commission and other Courts.  Senior Officers during their visit invariably give a patient hearing to the grievances of the prisoners.  Visiting Committees are constituted in many prisons to redress various institutional problems. 

8.Recreational Activities:

All Sub Jails are provided news papers, Televisions, indoor games i.e., chess, caroms etc., and also small library is being run with the help of local libraries to the prisoners in Sub Jails on Books exchange basis every fortnight.

9.Adult Education Programmes:

All Sub Jails conducted Adult Education programmes with the help of under graduate and graduate inmates under the supervision by the Prison Staff. The Officials conducting the programmes provides the related materials to the Sub Jails.

10. Stress Relieving Programmes:

The Prisoners are regularly sensitized on health issues i.e., HIV, TB, Drug Addictions.  A number of programmes of spiritual/ moral education are also being run in Sub Jails with the help of the community centres and NGO’s who teaches classes of  Moral lectures/Religions discourses preached by spiritual leaders of various organizations. Yoga, meditation programmes are being conducted in the sub jails by prison authorities with the help of local eminent personalities/ organizations/ Religious leaders.

11.NGO’s in Reformation:

In Sub Jails, many community organizations participates to conduct classes to achieve the reformations in Sub Jails in addition to the own efforts of prison administration. NGO’s have been providing various kinds of services to the prisoners. 

12.Cultural Programmes:

Cultural programmes are being conducted in all Sub Jails i.e., all important festivals irrespective of Caste, Creed and religion like Vinayaka Chavithi, X-Mass, Ramjan, Dusshera are being celebrated by the prison inmates in the Jails. National Festival Days like Independence Day, Republic Day and Prisoners Welfare Day (Gandhi Jayanthi) are being celebrated by the prison inmates in the Sub Jails. Sports meets, songs competitions and Other cultural programmes are being conducted on the above days by prison authorities.

13.Cheyutha Nidhi:

Many poor prisoners are undergoing sentence in Jails even after completion of the period of their imprisonment due to non-payment of fine owing to poverty. Cheyutha Nidhi has been created with the voluntary contribution of prison staff from their salaries.

14.Interviews:

Inmates to have contacts with family members, friends, advocates, interviews are permitted liberally. All under trial prisoners are being given interviews twice a week apart from Special interviews, while convicts are given one interview per fortnight in addition to Special interview advantages of the prisoners are allowed to have regular legal interviews to them.

15.Sanitation and Hygiene:

Bore wells are dug and motors are fixed in all Sub Jails with water tanks for supply of water to the prisoners for general usage and for drinking purpose. potable waters is being supplied as per norms, septic toilets for day and night are provided in all Sub Jails as per norms. Prisons Department also supplies the following articles for personal Hygiene of the prisoners.
 
1. Toilet Soaps               –  150 grams per month
2. Washing Soap           –  200 grams per month
3. Washing Powder      –  50 grams weekly once
4. Shampoo                   –  5 ml Weekly Once
5. Tooth Paste               –  2 grams per day
6. Coconut Oil               –  14 ml weekly once
 
Also, hair cutting facility is provided monthly once and shaving is to be done weekly once for inmates. Adequate ventilation and proper lighting, Fans were provided in living accommodation i.e., Cells and Blocks.

16. Free Legal Aid and Legal Aid Clinics and Legal Literacy camps: 

Legal Clinics are opened in the all Sub Jails of this Unit and regularly they conducts legal literacy camps by Hon’ble Mandal Legal Services authority and District Legal service Authority. The concept of the plea bargaining is still out of reach to the major chunk of prisoners though DLSA/ MLSA are periodically visiting the  Sub Jails and appraising the prisoners of their rights. Prisoners who are not able to engage lawyers are provided free legal aid with lawyers concerned. The prisoners are also enlightened by the officers of the Department to utilize this facility.

17.Staff Development & Welfare:

  Andhra Pradesh State has nominated Presidential Correctional Services medals in recognition of meritorious services rendered by the staff and also they are given  awards at State level and District levels by the Head of the Departments and Hon’ble Collector & District Magistrate respectively. AP Government has introduced Employees Health Scheme on November, 2014. Prison Department Welfare Fund Scheme is being existed at the state level.
 
AP Prison Department has conducted Regional Retreats and State level Retreats from top to bottom for better administration and goals are been discussed and implemented for the upcoming year.

18. Medical Care :-

             At the time of admission, all prisoners are subjected to medical screening by Jail Visiting Medical Officer and prisoners requiring specialized treatment are referred to outside hospitals.  Prisoners suffering from infectious diseases are seggregated appropriately.  Special care is being taken in giving treatment to mentally ill prisoners as suggested by Mental Health Hospitals.
 
              There is no restriction on purchase of medicines or on treatment of prisoners.  Needy prisoners are referred to District Headquarters hospitals and specialized hospitals.

19. Transparency:-

              Non-governmental Organizations are being encouraged to undertake various activities like conducting of medical camps, eye testing, counseling, celebrating Prisoners Welfare Day, AIDS awareness programmes, educating prisoners children and imparting moral education.  

20. Contact with outside world:-

               There is no restriction on writing letters and receiving letters by the prisoners.  Convicted prisoners and remand prisoners are provided with one post card at Government cost, once in a fortnight and once in a week respectively.

21.General Functioning of the Department:-

                  During the year the relationship between Officers and Staff was cordial and the general administration in the Department was very peaceful, smooth and effective.

SPECIAL FEATURES;

1.Video-conferencing System:

Video Conferencing System is introduced for production of under trials in courts in Special Sub Jail, Gudur in 2015 latterly it were extended to 2 Sub Jails i.e., Atmakur and Kavali in 2018 and is a best practice as it prevents untoward incidents like escape and reduces expenditure on police escorts and vehicles and to prevent contra banned articles entered into the prisons. It is also ensures the production of under trials.

2.PRISON MANAGEMENT INFORMATION SYSTEM:

This software is used to record and keep all prisoners information and prison movement activities in uploaded form on line. It is very useful for unknown cases tracing by Police Authorities.

3.Citizen Charter: 

The Department is providing the following Services:
 
(a) Within one hour from the time of receipt of application by Superintendents, Interviews are allowed with relatives, friends and advocates etc.,
 
(b) Prisoners will be released on bail after receipt of Court orders within two hours. The prisoners to whom bail orders are received after 5.30 PM will be released on next day morning.
 
(c) Complaints are solved within one week at Superintendents level and within 15 days at Deputy Inspector General of Prisons level and within (01) month at Head of the Department level. 

4.Jail Adalaths/Lok Adalaths:

  For speedy disposal of cases, the Magistrates are conducting Jail Adalaths regularly and disposes some cases in mediation as plea, bargaining. National Lok Adalaths (Mega Lok Adalaths) are conducted regularly when ordered by the Supreme court of India at Court Premises or Complexes by concerned Hon’ble Magistrates.

5.Staff Trainings:

The AP State Training Academy for Reformation Services was established at Nellore and is functioning from 25-07-2014 successfully to conduct induction trainings, training on Refresher Courses for Guarding Staff, Ministerial staff and Officers of AP Prisons Department as per APCA guidelines.

6.Bio-Metric Attendance and e-Office:

Government of Andhra Pradesh has directed all the Government departments to implement Bio-metric attendance system and e-Office in each and every Sub Jails vide Govt. Memo No. 905716/Budget/2017, Dated: 23-01-2018 which is being implemented in all the sub-jails under the control of this unit.

7. Re-Treat:-

            The Retreat – ‘a programme for review and introspection and to identify new methodologies for better administration’ is being organized since 2001 in the Department.  The meetings have brought out recommendations on various aspects for better administration. These recommendations are being implemented after the approval of the Government.

ACTION PLAN

1.Construction of New Modern Sub Jail at Sullurpet

Proposals for construction of new modern Sub Jail at Sullurpet are submitted to higher authorities vide Head Office Memo No.W3/8/2019, Dated: 30-04-2019 and awaiting for orders for allotment of funds to take up construction of new buildings. 

2. Renovation of Buildings at Special Sub Jail, Gudur

Proposals for construction of prisoners cells and blocks, day toilets, store rooms at Special Sub Jail, Gudur are submitted and awaiting for orders for administrative sanction.

3.INSTALLATION OF CC TVs

Proposals for installation of CCTVs at Sub Jails, Kavali & Atmakur are submitted for Head office and awaited for budget.
